Thailand Unveils Bold Workforce Vision: 5 New Policies to Empower Youth & Reshape Employment

In a landmark move set to redefine Thailand’s labour ecosystem, newly appointed Labour Minister Pongkawin Jungrungruangkit has introduced a forward-thinking five-point workforce agenda focused on youth empowerment, digital readiness, and inclusive growth

Thailand Unveils Bold Workforce Vision: 5 New Policies to Empower Youth & Reshape Employment

1. Future-Ready with AI Skills
Recognising the transformative power of artificial intelligence, Thailand will now integrate AI training across education and vocational streams. In partnership with the private sector, the initiative aims to equip the nation’s youth and workforce with next-generation skills demanded by global industries.

2. Protecting the Backbone: Informal Workers
Over 21 million informal sector workers are expected to benefit from new labour law reforms that promise fair wages, social security access, and legal protections. This marks a decisive step toward ensuring equity and dignity in all forms of work.

3. Learn-to-Earn: A Youth Employment Breakthrough
A first-of-its-kind programme will allow students aged 15–18 to gain real work experience while continuing their education. The ‘Learn-to-Earn’ model nurtures entrepreneurial thinking, life skills, and practical exposure—bridging the gap between classroom learning and career readiness.

4. Lifting Low-Income Workers Through Upskilling
With a goal to upskill nearly 1.8 million workers earning below the daily wage threshold, the ministry’s plan includes vocational training and career advancement pathways to unlock better income opportunities and reduce income inequality.

5. Ethical Integration of Foreign Labour
To safeguard both local employment and migrant rights, the ministry is strengthening regulations around legal employment, work permits, and anti-trafficking efforts. The policy ensures fair competition and reinforces Thailand’s commitment to international labour standards.

This ambitious agenda signals Thailand’s readiness to lead the region in labour innovation and inclusive economic development. As nations worldwide rethink employment in a post-pandemic, AI-driven era, Thailand’s model may well become a blueprint for global workforce transformation.
